In the period from April 1 to October 31, 2021, a series of 10 video tutorials was recorded within the project “Fight against discrimination and promotion of intercultural dialogue and trust building ” which was realized by the CSO MONITOR from Novi Pazar in partnership with the City Novi Pazar, and with the financial support of the European Union and the Council of Europe, through the joint program “Promotion of Diversity and Equality in Serbia”.
With this intervention, CSO MONITOR and the City of Novi Pazar sought to build on intensive efforts to build capacity in the fight against discrimination among young people and to raise awareness of human rights as well as intercultural understanding and confidence building through targeted video tutorials. Experts or local communities of Novi Pazar / influencers took part in the produced video tutorials, who, along with graphic solutions and animations, covered certain topics, emphasizing key segments and giving detailed explanations. Video tutorials created as part of the project have been posted on MONITOR’s YouTube channel, and thus made accessible to the general public for further distribution and can be integrated into future learning activities and programs in the field of promoting equality, intercultural dialogue and confidence building.

According to the identified problems in the given local community, as well as according to the established logic of intervention, the ultimate goal of the project is to increase knowledge and awareness of young people about the importance of anti-discrimination and hate speech policies and the development of methods for counter-narrative (for example on the basis of ethnic or national or religious origin), and the promotion of intercultural dialogue, mutual respect, trust building and mutual understanding and cooperation among all people living in the local community of Novi Pazar.
Specific objectives of the project: In accordance with the defined general objective of the project, the project had the following specific objectives:
1) production and publication of a set of 5 video tutorials related to raising awareness and using legal remedies to encourage young people and informing them about the legal means provided by law in the fight against discrimination and hate speech;
2) production and publication of a set of 5 video tutorials on methods of intercultural dialogue, mutual respect, building trust and mutual understanding and cooperation between different national, ethnic and religious groups.
This intervention is compatible with some issues from the latest SE – ECRI report for Serbia. Namely, on page 14 of the SE ECRI Report for Serbia, it is stated that the implementation of preventive measures is the first step in a sustainable fight against the growth of hate speech. In this regard, the authorities need to introduce and strengthen compulsory education at all levels of human rights education, the right to equality and the prohibition of hate speech and discrimination. That education should include the serious consequences of hate speech in recent history, including genocide, as well as the fact that Islam, Judaism, and Christianity come from the same source and glorify the same god. It is also necessary to continue the public awareness campaign on these issues. Also, on page 15, the Report states that despite the positive developments, ECRI notes with regret that the criminal justice system is failing to combat hate speech effectively. First, ECRI has been informed that non-reporting is very common: many victims do not report hate speech to the police and other authorities. Also, page 16 states that civil society groups state that the police are not always open to receiving reports of hate speech, especially in relation to Roma and LGBT people. In addition, members of vulnerable groups often do not know where and how to report such cases. Police officers specializing in hate speech and hate crimes should therefore establish regular dialogue and cooperation with members of relevant vulnerable groups. This certainly includes Roma, other national and religious minorities, LGBT people, but also journalists. Regular contacts with these groups are a prerequisite for the development of mutual trust and understanding, which are necessary to ensure rapid and effective reporting and response to hate speech. By producing and publishing the mentioned 10 video tutorials on accounts on social networks of local self-government Novi Pazar and CSO Monitor, we tried to educate citizens, especially young people in Novi Pazar, in an innovative way, on issues identified by ECRI, and to bring citizens closer to the mechanisms and legal remedies for reporting discrimination and hate speech, and at the same time giving them skills for intercultural dialogue and confidence building.
